the recording said sarah at consumer services

sounded like a scam. recording said it was card service center and push button 1 to receive a lower interest rate on credit card. when I pushed button 1, connected to a call center where the guy barely spoke English. He then wanted to know which card I wanted to receive a lower interest rate on. Very suspicious
