this is a scammer. I have done some research and they are from Afghanistan not even in the US. they are using some sort of VoIP service and an exchange service. it cost them money to make the calls and to buy the numbers. So play along with them and spend as much time as you can with them on the phone mainly because if you keep them on the phone they can't scam someone else. Just use fake names and numbers.

SCAM . Spam robot call claiming to be from "Your credit card company ". Message offers to lower your interest rates. SCAM.
